What it is
Form 60 is a legal declaration provided by the Income Tax Department of India for individuals who do not hold a Permanent Account Number (PAN). It allows you to carry out specific financial transactions, like opening a bank account or buying property, where a PAN is normally mandatory. By signing this form, you declare your income is below the taxable limit and you do not possess a PAN. Banks and financial institutions use it to comply with RBI and Income Tax rules for KYC.

Linking rules
PAN Application
If you have applied for a PAN but not received it, you must quote the 15-digit PAN application acknowledgment number on Form 60
For NRIs
NRIs do not need to file Form 60 for certain transactions (like paying hotel bills or buying foreign currency) but may need it for opening an NRO account if they don't have a PAN.
For children
Minors who do not have a PAN and are opening a bank account (like a Sukanya Samriddhi or minor savings account) can have their parents or guardians sign Form 60 on their behalf, or use the parent's PAN.
Good to know
It is a substitute for PAN, not a replacement for basic ID like Aadhaar
Providing a false declaration in Form 60 can lead to imprisonment from 3 months to 7 years under Section 277 of the Income Tax Act
You must submit a separate Form 60 for every individual transaction (e.g., one for FD, one for savings account)
Agricultural income is specifically asked about in the form
Even if you apply for a PAN today, you can use Form 60 with the acknowledgment number immediately
Banks are required to report all Form 60 submissions to the tax department regularly
You cannot use Form 60 if your total income exceeds the taxable limit (₹3,00,000 under the new tax regime as of 2024)
It is a 1-page form, usually accompanied by 2 pages of instructions.
Mistakes that get applications rejected
Using Form 60 when you already have a PAN => This is illegal; always use your PAN if issued
Leaving the estimated income column blank => The bank will reject it; you must estimate your annual income
Forgetting to attach ID proof => Form 60 is invalid without an accompanying identity and address proof document
Not signing the verification section => An unsigned declaration has no legal value
Using Form 60 when income is above taxable limit => This can trigger a tax notice; you must apply for a PAN instead
Supplying fake acknowledgment numbers => The system verifies PAN applications; fake numbers will bounce
Not splitting agricultural and non-agricultural income => The form specifically requires these to be declared separately.
Keep it safe
Never sign a blank Form 60 and hand it to an agent
Always cross out empty spaces on the form so nothing can be added later
Write the specific purpose (e.g., 'For SBI Account Opening Only') on the top of the form
Attach self-attested photocopies of your ID and address proofs, noting the purpose on the copies
Keep a photocopy of the filled Form 60 for your own records in case of disputes
Be completely honest about your estimated income to avoid tax department penalties
Do not let a bank official fill the income figures for you.
